1. Go to registry editor by typing 'regedit' on start menu.
2. In the Registry Editor goto Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background
3. Change the value of DWORD OEMBackground from 0 to 1
4. Now goto to the folder %windir%\System32\oobe
5. Make a folder info
6. Inside info make another folder backgrounds .
7. Change the name of your picture as backgroundDefault.jpg and place it in backgrounds folder (image size < 245KB).
8. Restart
